Collins Okeke is a Partner and Head of the Governance Advisory Practice. With nearly two decades of experience at the intersection of law, policy and governance in Nigeria, he brings a rare combination of legal rigour, institutional insight and strategic acuity to complex multi-sector advisory mandates.
Mr Okeke advises government agencies, private sector clients, development institutions and international partners on regulatory frameworks, legislative reform and stakeholder engagement across Nigeria’s most commercially significant sectors. His practice is anchored in the energy, oil and gas, maritime, aviation and space industries, where he has provided high-level counsel on sector governance, revenue optimisation, regulatory compliance and the design of policy instruments engaging federal ministries, the National Assembly and frontline regulators.
Mr Okeke has contributed to policy and legislative advisory engagements that identified revenue opportunities exceeding N150 trillion for the Nigerian economy, including a Law and Development Project for the Federal Ministry of Justice identifying over 50 legislative proposals with the potential to generate N100 trillion in economic value and create more than four million jobs.
His contributions to maritime sector reform advisory projected over N70 trillion in annual blue economy revenue potential, supporting ministerial-level policy engagements. In aviation and space, he has supported advisory work spanning aircraft acquisition and leasing transactions under the Cape Town Convention, the Fly Nigeria Bill, orbital slot management, spectrum rights and aerospace regulatory compliance, including a policy reform initiative at NASRDA.
In energy, he contributed to legal opinion covering Nigeria’s electricity sector transition — TCN unbundling, the establishment of NISO, bilateral trading frameworks and the Nigeria Integrated Energy Plan 2025. In financial services, he supported the development of implementation framework for the Financial Services Tribunal under BOFIA 2020 and has championed the ‘Speed of Justice’ initiative to fast-track AMCON dispute resolution.
Mr Okeke is one of Nigeria’s leading environmental justice practitioners, having advised on Opara v. Shell, the Bille/Ogale proceedings, the Gbemre litigation and the Environmental Rights Bill (Sixth Alteration).
His work reflects a consistent commitment to governance reform, institutional capacity and the strategic alignment of law with economic and social outcomes.
